Position Description The Capital Development and Construction Management Division (CDCM) in the Finance and Administrative Services (FAS) Department is seeking a Project Scheduler/Controller (Sr. MSA)to support the delivery of its FAS Capital Improvement Program and City Project Services.This professional position will work under the general direction of the Chief Operating Officer and will maintain a program portfolio of complex capital facility improvement project schedules and budgetary tools through the planning, budgeting, programming, design, permitting, construction, and close out phases. Managing the program portfolio will require expert skills in MS Project, and other related project management and accounting software. The position will be required to coordinate with multiple project managers to maintain a large, cost-loaded project schedule program portfolio which includes complex capital facilities projects addressing major maintenance, system replacements and renovations, space planning, tenant improvements, major projects, master planning studies and test- to-fit option analysis. The objective of the position is to assist the division with overall project controls goal of creating a proactive environment using a foundation of existing tools, processes, and analytics. The position will partner with the financial unit to maintain and develop automated processes that enhance the analytical capacity of the division's reporting capabilities through various technical software applications. Job Responsibilities --- Perform as subject matter expert for use of MS Project, integration/development of program plan with project plans, and project management scheduling methodology.--- Monitor and evaluate each step of a project to ensure that it is meeting budgetary and deadline goals, and discuss progress and options with project team.--- Ensure compliance with consolidated intake methodology to facilitate portfolio planning process. Ensure MS Project plans are suitable for consolidation into program level views.--- Ensure project tasking and cost loading produce accurate project performance metrics for thorough analysis.--- Ensure accurate project and program reporting of scheduling, budgetary and cost control information. Serve as the project scheduler / controller with project managers relating to project scheduling and reporting requirements.--- Assist with refinement and implementation of, and compliance with, schedule planning and progress monitoring procedures.--- Create MS project schedules in coordination with project managers including application of appropriate precedence logic and cost/resource allocations.--- Prepare project status/performance reporting and analytics.--- Develop interactive and scalable Tableau dashboards.--- Other duties as assigned. Qualifications Minimum Qualifications --- Bachelor's degree in construction management, business or public administration, finance, computer science or a related field (or a combination of education, training or experience that provides an equivalent background required to perform the work of the class).--- Three years of experience in systems, operations, procedures, research or analysis. Desired Qualifications --- Expert-level knowledge of Microsoft Project and Excel.--- Must be a self-starter who can work independently yet be a strong team player with excellent attention to detail and customer service skills.--- Professional Certification from PMI, PMP, or AACEI.--- Expert-level knowledge of Tableau, project management and accounting software.--- Experience with Enterprise Project Management and Microsoft Project Server. Proficient in writing SQL queries using complex joins in several database environments (MS SQL, Oracle SQL).--- Team member in a construction, consulting or Owner's Representative environment managing schedules for multiple projects and program portfolios for facilities.--- Ability to demonstrate excellent oral and written communication skills.--- Ability to communicate effectively with a diverse work force including the skilled trades, contractors, consultants, customers and regulatory agency personnel.--- Excellent time management skills and the ability to successfully move several projects forward at the same time.--- Ability to develop project communication plans, budgets and schedules.
