City of Lynden is an Equal Opportunity Employer and Drug Free Workplace.The PositionUnder the direction of the City Administrator, the Human Resources Manager develops and administers the full range of human resource programs, including: employee and labor relations, recruitment and selection, policy development and administration, employee compensation and benefits, and employee training and development. The HR Manager often deals with sensitive, confidential, and emotional issues, and must be able to utilize effective problem-solving skills on a regular basis.Major ResponsibilitiesGeneral Duties Develops and maintains all personnel, medical, and benefit records. Participates in the payroll/benefit audit functions as needed. Creates and maintains employee forms. Works to ensure compliance with local, state, and federal laws, rules and regulations that affect City employment through research and consultation with legal counsel. Areas include but are not limited to FLSA, ADA, FMLA, and workers compensation. Conducts research and collects data on human resource programs and practices as needed. Develops and manages the annual budget for the Human Resources department. Responsible for project management of all human resource-related consulting projects, including cost monitoring. Maintains City-wide organization chart(s).Employee & Labor Relations Plays an active role in employee relations. Assists supervisors and managers in resolving personnel problems; provides advice and counseling on a wide-range of human resources subjects. Assists employees in resolving work-related problems. Participates in labor relations through research, drafting language for collective bargaining, and contract negotiation. Conducts or coordinates interventions or investigations. Assists in providing timely grievance resolution. Manages other various personnel programs, including but not limited to, Employee Recognition Programs, New Hire Orientations, and so on.Recruitment & Selection Provides recruitment and selection support to City departments. Establishes effective employment procedures and trains managers. Develops and maintains employment application forms and interview materials. Coordinates interview and examination procedures with hiring managers. Maintains documentation of hiring process and selection. Serves as Chief Examiner for the Civil Service Commission; may also serve as Secretary.Policy Development & Implementation Develops, revises, and administers personnel policies and procedures. Meets with supervisors and employees individually and in groups, as necessary, to explain personnel policies and programs. Manages the Drug and Alcohol Testing Program including ensuring compliance with all drug and alcohol-related regulations, policy revisions, initial and ongoing employee awareness training, testing coordination, contractor compliance and necessary reporting. Manages, in coordination with the Finance Department, the Workers Compensation Program, including communications with the Department of Labor, coordinating the light-duty/return to work program, OSHA monitoring and reporting. Identifies areas of risk and suggested improvements in the area of worker safety. Acts as the organizations EEO Officer implementing, monitoring and updating the Equal Employment Opportunity program. Conducts or coordinates investigations on discrimination or harassment complaints according to personnel policy. Responsible for making presentations to various groups (employees, managers, City Council, and public) on human resource policies and programs. May, upon City Administrators approval, participate as a member of the City Leadership Team to assist in planning, organizing and implementing policies that affect the entire City.Benefits & Compensation Develops and manages a competitive and equitable compensation system by preparing and updating job descriptions, performing job audits, obtaining comparable salary information, coordinating performance evaluation process, and assisting in the development of annual salary adjustment recommendations. Manages health and welfare benefit programs. Provides benefit information to employees, recommends and oversees benefit plan changes, and coordinates employee benefit feedback process. Also coordinates FMLA and COBRA administration.Training & Development Develops and coordinates professional development program, to include on-site and off-site training opportunities.Education & ExperienceQualified candidates will have a four-year degree from a college or university with an emphasis in human resources, public administration, business management or a closely-related field, AND five (5) or more years of experience managing HR programs. Equivalent combinations of education and experience may be considered. The individual in this position must be trustworthy beyond reproach, able to keep a confidence, and engender a high level of trust within the organization.The successful candidate will have a demonstrated record of accomplishments and leadership in Human Resources. He or she will be an effective communicator, especially when presenting information to employees and City leadership.
