Whatcom Center for Early Learning (WCEL) is seeking an innovative, experienced individual to lead the organization. It is anticipated that the successful incumbent will have strong leadership/management skills to lead day-to-day operations as well as strategic vision for the future and ability to engage community partners. This position requires an office presence and the ability to participate in various community and fundraising events and board meetings which may occur during the day or evening hours or weekends. WCEL is a non-profit organization with a $2.4 million annual budget and 37 employees.
POSITION SUMMARY:The Executive Director is the Chief Executive Officer, leading the organization in accomplishing the mission, goals and objectives under the general direction of the Board of Directors. Responsible for establishing the organization's vision and budget and achieving financial objectives for long-term sustainability. Oversees the planning, implementation and evaluation of developmental programming to ensure quality programs that meet community needs.

ESSENTIAL JOB FUNCTIONS:
Organizational Leadership:---Structures and leads the organization to foster cooperation and efficiency for the highest quality services.---Develops programs, strategic and financial plans with board of directors and staff and carries out the plans and policies authorized by the board. ---Ensures an effective management team and succession plan is in place for all key positions. ---Encourages collaboration but when necessary acts decisively within the boundaries authorized by the Board as the head and ultimate decision-maker of the organization. ---Delegates effectively allowing other staff members to have opportunities to make decisions within their spheres of influence.---Instills in the staff, board and volunteers a sense of the value of their contributions.---Promotes active and broad participation by volunteers in all areas of the organization's work. ---Understands and clarifies the roles of the board, volunteers and staff.---Publicizes the activities of the organization, its programs and goals to staff, volunteers, the board, donors and the community.---Listens to constituents to reduce any barriers to the open and honest exchange of ideas and knowledge; champions transparency.---Keeps the board informed and engaged.---Supports the creation of board committees as needed for the management of the organization.---Demonstrates respect when communicating with others.---Cultivates a culture of inclusiveness and engagement
Human Resources Planning and Management---Determines staffing requirements for organizational management and program delivery. Ensures selection of qualified staff to meet program needs.---Oversees the implementation of the human resources policies, procedures, and practices including coaching and disciplinary process.---Establishes a positive, healthy, and safe work environment in accordance with all appropriate legislation and regulations.---Ensures that job descriptions are developed, education and training opportunities are provided, and regular performance evaluations are completed.---Participates in an annual performance evaluation of self, conducted by Board as stipulated in the bylaws.---Allows staff to see how decisions are made that affect them
Financial Management---Presents annual budget for approval and monitors on a monthly basis.---Anticipates and plans for changing financial needs.---Ensures that WCEL complies with financial guidelines, laws pertaining to nonprofit operations and tax guidelines.---Reports WCEL's financial condition monthly to the Board's Finance committee.
Contracts, Grants and Fundraising Process Management:---Identifies potential revenue sources and implements a strategic fund development plan to meet current and future needs of the organization.---Writes grants for revenue enhancement and to build capacity.---Builds and maintains relationships with donors, potential donors, and community partners.---Uses revenue in the manner intended by the donor or grantee.---Effectively communicates the vision and the need within the community.---Negotiates and delivers the "ask" for large gifts.
Risk Management:---Creates, implements and administers policies that protect the safety of children, families and staff involved in WCEL. ---Safeguards the resources and the reputation of the agency.---Maintains official records and documents to ensure compliance with federal, state and local regulations. ---Identifies and evaluates the risks to children, families, employees, property, finances, goodwill, and image and implements measures to control risks.
QUALIFICATIONS:
Education / Experience---Bachelor's Degree in Business Administration, Human Services, Early Childhood Education/Child Development or related field. ---Three or more years experience in leadership role within service organization with minimum three years supervisory experience.---Financial/Budget management experience.---Experience with early childhood best practices and/or awareness of services for young children with developmental delays.---Demonstrated success with fundraising and donor development.---Proven experience with special events, individual donor cultivation, direct mail, major gifts and grant writing.---Experience in administration of a non-profit organization.---Any combination of training and/or experience that provides the required knowledge and abilities.
Knowledge, Skills and Abilities---Knowledge of leadership and management principles as they relate to non-profit/ social service organizations. ---Basic knowledge of federal and state regulations applicable to managing non-profit organizations.---Knowledge of financial management and budgetary processes.---Solid leadership skills (vision, passion, problem solving, produce effective results, coaching, conflict resolution, etc.)---Capability to evaluate and analyze effectiveness of service plans and programs. ---Excellent written and verbal communication skills - ability to plan, organize and effectively make community presentations.---Ability to establish and maintain effective working relationships with families, board, employees, and community stakeholders.---Ability to effectively resolve challenging issues and address problems promptly and professionally involving others as needed.
Special Requirements---Must have and maintain a valid Washington State Driver's License with acceptable driving record and proof of insurance for work-related travel. ---Must submit to a criminal records and background check per Washington State Child Abuse Law and DSHS licensing requirements.
WORKING CONDITIONS:The Executive Director works both in an office environment and throughout the community attending meetings, trainings and presentations. Sufficient mobility is required for movement throughout the office (including climbing stairs) and community. The employee frequently is required to use hands and fingers (computer), handle or feel and reach with hands and arms. Lifting a maximum of 30 pounds (boxes, supplies, etc.) may be required. The ability to hear and communicate at a level sufficient to perform the essential functions of the position is required.
