Job Summary

AECOM is seeking a highly qualified Quality Control Specialist to lead the QA/QC Quality Control and On-Site Observation, and limited Inspection on a CMa-BECxA construction management project supporting a GSA Design-Build Renovation and Alteration Roof and Envelope Construction project at the Pacific Highway LPOE, in Blaine WA. This is a full-time on-site field construction role located starting June 1, 2021, and be substantially completed on September 1, 2022

  • Descriptions / Responsibilities of this position include, but are not limited to:*
  • Provide / Perform comprehensive on-site field observation and progress documentation of the DB activities for the replacement of the roof and complete envelope system of the three low-rises secure, fully occupied, and fully active (office, vehicle, and cargo processing) buildings.

  • Serve as Owners Representative during construction and closeout activities;

  • Provide feedback on all on-site activities and escalating issues to AECOM Project Manager and GSA Contract Officer, Project Manager/COR, (other stakeholders as authorized);

  • Provide feedback on issues related to Quality Assurance and Control Measures, certification of work in place, and overall utilization and impacts;

  • Provide feedback on issues related to Tenant utilization, safety, and operational impacts;

  • Oversight to all aspects of the Building Envelope system (Envelope, Curtain-wall, Rain-screen) installation and integration with the existing structure, as well as oversight of third-party BECxA, plus required ancillary work for conformance to SOW, Contract, approved Design, and overlay requirements by the GSA AHJ and SME and tenant agencies.

  • Other duties as may be assigned.

  • Provides leadership for quality assurance and quality control support on assigned program(s) and/or areas to ensure that the project is designed, procured, and installed in accordance with customer and company quality requirements.

  • Analyzes evaluates, and plans methods of approach, as well as organizes means to achieve the solution of complex technical problems.

  • Reviews project process and evaluates results.

  • Evaluates Contractor capabilities to provide the required quality of work and maintain schedule and to provide input on Invoicing.

  • Makes frequent decisions using principles and professional independent judgment.

  • Conducts investigations and tests that are of considerable complexity.

Minimum Requirements

  • Bachelor's Degree + 6 years of experience providing QA/QC management and on-site inspection on construction projects, OR demonstrated equivalency of experience and/or education.

  • Due to the nature of this work assignment, the applicant must be a US Citizen and must be able to successfully pass Tier 1 Federal Adjudication for an HSPD-12 Security Credential as a condition for employment.

  • Physically able, with or without an accommodation, to work in indoor and outdoor environments with uneven terrain, variable outdoor conditions including heat, cold, dusts, noise, moisture, mineral fibers, vibration, and lead-based coatings. Position requires frequent (more than 50% of workday) work with arms above shoulder level, repetitive bending/stooping, standing/walking, power gripping/squeezing (hand tools, levers, etc.), climbing stairs, working in an environment of heavy, moving dangerous equipment, performing repetitive fine hand movements, keyboard/mouse operations, and lifting less than 25 pounds; often (25-50% of workday) working at heights, using portable ladders, and lifting 25 to 50 pounds; occasionally (10-25% of workday) wearing fall protection, performing work on electrical circuits, and lifting 50 to 75 pounds; rarely (less than 10% of workday) operating vehicles and heavy, moving, or dangerous equipment, working in confined spaces, and lifting more than 75 pounds.

  • The position will include wearing associated personal protective equipment including, but not limited to gloves, safety glasses/goggles, safety shoes/boots, hard hat, hearing protection, and COVID-19-related PPE.

  • Additional essential functions include: Seasoned knowledge of construction industry means and methods, including best practices and quality standards; competent site and job safety awareness; clear and concise use of language to communicate information, directions, messages, risk assessment, and issues to the Client, Project Team, Superintendents, and Key Stakeholders to ensure the highest level of support is provided to maximize the quality, efficiency, and safety of the project.

  • Notes for posting: Current OSHA 40 Hour HAZWOPER Training/Refresher and 10 Hour OSHA Construction Outreach Training is preferred.

Preferred Qualifications

  • Bachelor's Degree in Construction Management, Construction Engineering, Engineering, or Architecture;

  • Professional Engineering Certification, License or Architectural Registration.

  • Minimum of 7+ years of experience leading the QA/QC and on-site inspection for construction projects;

  • Prior experience leading the QA/QC, observations, and inspection for major new or renovation and alteration of Building Envelope systems (Envelope, Curtain-wall, Rain-screen) installation projects;

  • Prior experience working on GSA and/or other federal agency or government construction projects;

  • Prior experience working on Building Envelope systems (Envelope, Curtain-wall, Rain-screen) installation projects on low-rise to mid-rise facilities;

  • Prior experience in the support and management of successfully completed design-build construction projects;
