Description: What you'll be doing
Another Source's client, Western Washington University, is
recruiting a Contract Specialist 2 to join their Business Services
team in Bellingham, WA. This position offers a hybrid work schedule
with the potential for remote (must reside in the state of
Washington). This is a great opportunity to join a team and become
the subject matter expert for University agreements. You will get
to work in both the Contracts and Procurement functions of the
Business Services team. No day is the same in this position and you
will be working across campus with all departments of the

position: As the Contracts Specialist 2, you will actively
participate and provide contract evaluation and negotiation
efforts, work with vendors to establish agreements on terms and
conditions, determine reasonable price expectations, and obtain
appropriate approval and signatures. You will also provide
procurement services including conducting competitive bid projects,
sourcing efforts, and some management of the University's
Marketplace and e-procurement. 45% Contract Administration:
Responsible for the negotiation and preparation of technical
contracts, interagency agreements, leases, and licenses, and
purchase agreements to provide and obtain goods and services for
the agency. This position is the Subject Matter Expert for
University Agreements with emphasis in software. Duties include
technical contract support activities such as contract cost/price
analysis, contract compliance administration or contract property
administration. Where required, also verifies compliance and
noncompliance, appropriate form of contract, and/or contract
language. Provides necessary problem solving and oversight of all
phases of the Contract Management process from implementation to
execution. This position interacts and works directly with the
Assistant Attorney General's Office, Risk Management and all levels
of personnel from across the campus. Also obtains necessary
signatures of parties to agreements and maintains the signature
matrix spreadsheet. 15% Negotiation: Negotiates directly with
Contractors through face-to-face and virtual /phone communications
on all aspects of University contracts, agreements and terms and
conditions/terms of service, with special emphasis on Technology
Agreements. Formalizes and develops terms and conditions,
established reasonable cost levels, equitable fee and profits,
finalizing reporting requirements and alternative proposals.
Evaluates proposals for projects of all levels with stakeholders to
insure clarity amongst all parties. 5% Policy development and
Management: Advises departmental divisions and staff members on
procedures involved in contracting for goods and services. Involved
in reviewing and updating polices as work processes change or are
improved upon. 5% Legal Compliance: Coordinates with the Office of
Attorney General to maintain and apply relevant legal requirements
and procedures with an excellent knowledge and understanding of
current RCWS that govern Procurement and Contracts. 25% Technical
Procurement: Responsible for the negotiation and procurement of
technology related equipment including computers and ancillary
items. Solicit competitive responses when appropriate, negotiate
pricing, terms & conditions and other associated deliverables in
the technical procurement commodity. Will be the primary University
contact for all technology-based procurement and contracting and
will effectively collaborate with ATUS and other campus
stakeholders on schedule, forecast and negotiation for campus
projects. May also as needed provide support in other commodity
areas. 5% Strategic Planning: Network within the higher education
procurement community to continually seek best practices. Ensures
understanding of State and cooperative contracts that are of
benefit, while seeking innovative new approaches to contract
management and engagement. Other Duties as assigned. Required
Qualifications A Bachelor's degree involving major study in
business administration, public administration, business law,
commerce, economics, mathematics, statistics, Technical Writing, or
closely allied field Or Contractual qualifying experience may be
substituted, year for year, for the education. Preferred
Qualifications Two of experience in negotiating, administering, or
terminating contracts, contract property management, contract cost
or price analysis, or contract compliance administration. A
Master's degree in one of the above academic disciplines may be
substituted for the experience. For more information, please view
